Alameda CTC wins a financial reporting award for the 13th straight year

The Alameda County Transportation Commission said Friday it has again been recognized for the way it reports its finances — the 13th year in a row.

The Government Finance Officers Association of the United States and Canada awarded the agency its Certificate of Achievement for Excellence in Financial Reporting for the Annual Comprehensive Financial Report covering the fiscal year that ended June 30, 2025. The association calls the certificate the highest form of recognition in government accounting and financial reporting.

What the award measures is worth being precise about. An impartial panel judged the report against the program's standards, including a test the association describes as a constructive spirit of full disclosure: a report that tells the agency's financial story clearly enough that someone outside the building would actually read it. It is a judgment about the quality of the accounting and the disclosure, not a verdict on which projects the money bought.

That still matters locally, because of where the money comes from. Alameda CTC plans and funds transportation work across the county, and much of it runs on Measure BB, the transportation measure county voters approved.

"Receiving GFOA's Certificate of Achievement for the 13th consecutive year reflects Alameda CTC's commitment to fiscal stewardship and clear financial reporting," Executive Director Tony Tavares said. "With Measure BB, Alameda County voters gave us the resources and responsibility to make critical transportation investments. Strong fiscal practices help ensure we deliver on that trust."

Tavares credited Patricia Reavey, the agency's deputy executive director of finance and administration, and the finance team.

The document behind the award is the Annual Comprehensive Financial Report, which the agency publishes each year and which is where a resident would look to see what the county's transportation money was spent on.
