Rank-and-file members of SEIU Local 1000, California's largest state employee union representing nearly 100,000 civil servants, voted with an 87 percent supermajority on Wednesday to authorize their first-ever coordinated statewide unfair labor practice walkout. The historic strike authorization follows months of contentious contract disputes between union representatives and the California Department of Human Resources regarding wage parity, regional cost-of-living adjustments, and mandatory four-day in-office mandates.

Union bargaining leaders emphasized that chronic vacancy rates exceeding 20 percent across state agencies in Sacramento, Oakland, and San Francisco have placed unsustainable burdens on IT technicians, administrative specialists, and healthcare assistants. Demonstrators noted that entry-level state wages have lagged behind regional inflation by more than 14 percent over the past three fiscal cycles, forcing experienced public personnel to seek private-sector employment and compounding public service delays at Department of Motor Vehicles offices and Caltrans field stations.

Governor Gavin Newsom's administration issued a formal statement on Wednesday morning urging union negotiators to return to mediated contract sessions, arguing that unpredictable state revenue forecasts and projected General Fund shortfalls necessitate fiscal restraint. State labor relations officials warned that an uncoordinated walkout could trigger emergency court injunctions to preserve essential public safety, prison medical care, and disaster response functions across county facilities.

SEIU Local 1000 leadership announced that while the vote grants immediate strike authorization, the union's executive board will hold 48-hour notification protocols before initiating targeted single-day rolling strikes across regional state office buildings in Contra Costa and Alameda counties. Detailed bargaining bulletins, essential worker legal protections, and negotiation timelines are published through the official union member portal at seiu1000.org.
