A federal jury in San Francisco has convicted 32-year-old Cankun He of conspiracy to commit an armed carjacking targeting a cannabis courier carrying approximately $370,000 in cash, while in South Santa Clara County the Morgan Hill City Council unanimously approved a 105-home single-family development filed under California’s builder’s remedy law, according to reports by KTVU FOX 2 and San José Spotlight.

According to trial evidence cited by the U.S. Department of Justice and KTVU, Cankun He surveilled a Daly City location on May 18, 2023, and alerted co-conspirators John Cantie and Robert Maynard when the courier’s van arrived. Cantie brandished a firearm at a neighbor walking her children and blocked the van with a black SUV, holding the courier at gunpoint while Maynard handcuffed him before the pair drove away with the van and $370,000 in proceeds.

Cantie and Maynard pleaded guilty in July to conspiracy to commit robbery affecting interstate commerce. Cankun He—who faces a maximum statutory penalty of 20 years in prison and a $250,000 fine—is also scheduled to stand trial Nov. 30 alongside two co-defendants over an August 2025 indictment alleging a Portland, Oregon iPhone shipment robbery in which Cantie and Maynard posed as FBI agents.

Morgan Hill Approves 105-Home Builder’s Remedy Project Near Cochrane Road

In South Santa Clara County, the Morgan Hill City Council voted unanimously Wednesday to approve developer High Street Residential’s application to build 105 two-story detached single-family homes (ranging from 2,147 to 2,615 square feet) on a 15.8-acre parcel along western De Paul Drive just south of the U.S. Highway 101 Cochrane Road exit.

Because High Street Residential—a subsidiary of Trammell Crow Company—submitted its application in October 2023, one month before Morgan Hill’s state-mandated housing element (requiring 1,037 homes by 2031) received state certification, the project qualified under California’s builder’s remedy law. Under a settlement dividing the broader 28.5-acre site into the 15.8-acre home tract, a 7.8-acre Sprouts-anchored shopping center parcel, and a 4.7-acre affordable housing parcel transferred to the city, the developer will provide more than 21,000 square feet of open space near the Madrone Channel Trail and pay $500,000 to the city’s housing fund plus more than $5.8 million in affordable housing in-lieu fees.
