Dozens of South Bay and East Bay municipal officials, business owners, and housing advocates gathered at the Fremont Downtown Event Center on Tuesday for a community screening of the acclaimed documentary 'Beyond the Bridge: A Solution to Homelessness', followed by an intensive policy forum on local homelessness solutions. The civic forum aimed to bridge ideological divides and build consensus around evidence-based shelter models across Alameda County.

The educational gathering was co-hosted by the Fremont Chamber of Commerce, the City of Fremont Human Services Department, and regional supportive housing providers. The documentary highlights successful housing-first models implemented in cities across the United States, tracking how coordinated cross-sector partnerships between municipal agencies, healthcare networks, and philanthropic foundations have substantially reduced chronic unhoused populations. Film directors participated via video link to share findings from communities that achieved functional zero homelessness.

Following the screening, an expert panel featuring Alameda County housing coordinators, local shelter directors, and formerly unhoused residents addressed the specific challenges facing suburban communities in Fremont, Newark, and Union City. Panelists highlighted the success of Fremont's Housing Navigation Center, which pairs temporary shelter beds with dedicated case management, employment training, and permanent housing placement services. Speakers noted that over seventy percent of Navigation Center participants have successfully transitioned into long-term supportive housing over the past three years.

Business leaders in attendance expressed strong support for compassionate, results-driven community initiatives, noting that addressing homelessness requires balanced strategies that combine mental health outreach, workforce integration, and affordable housing development. Attendees emphasized the necessity of regional collaboration across county boundaries to prevent vulnerable families from slipping into homelessness due to sudden medical expenses or rent increases. Chamber representatives underscored that business prosperity and social compassion are mutually reinforcing goals.

Community members can review regional homelessness prevention resources and learn about volunteer opportunities by visiting fremont.gov/humanservices or contacting the Family Resource Center at (510) 574-2000. City staff will present an updated annual homelessness strategic plan to the Fremont City Council during its regular meeting on Tuesday, November 17. The public is invited to attend the council session in person at City Hall or participate via teleconference public comment.
