The Alameda Police Department officially launched its voluntary Community Awareness Card program on Monday, introducing a specialized communication tool designed to assist individuals with autism, dementia, intellectual disabilities, and other neurodivergent conditions during encounters with emergency first responders. Announced during a morning press conference at police headquarters on Oak Street, the initiative aims to de-escalate stressful interactions and ensure respectful, personalized support across the island city.

Alameda Police Chief Nishant Joshi and community disability advocates demonstrated how the program operates. Participating residents or their family caregivers can enroll online to receive customized laminated wallet cards and vehicle decals. The cards list specific communication preferences, calming techniques, non-verbal indicators, sensory sensitivities, and emergency contact details. When presented to police officers, firefighters, or paramedics, the card immediately alerts responders to modify lighting, turn down sirens, and adjust verbal instructions.

Local disability rights coalitions, special education teachers from Alameda Unified School District, and healthcare advocates celebrated the program's collaborative development. Community leaders noted that traditional emergency procedures can unintentionally overwhelm individuals with sensory processing challenges, and having verified personal guidance readily accessible prevents misunderstandings. The department also integrated specialized training modules for all sworn officers and 911 dispatch personnel to ensure seamless field execution across Alameda, Oakland, and neighboring East Bay communities.

Alameda families, educators, and caregivers can register online, download printable enrollment forms, and explore community safety resources at alamedaca.gov/police. Inquiries regarding program enrollment, school presentations, and replacement wallet cards may also be directed to the Alameda Police Community Services Unit Monday through Thursday between 9:00 AM and 5:00 PM at (510) 337-8340. Informational enrollment workshops will be hosted at the Alameda Free Library throughout November.
