The Richmond City Council finalized a detailed community engagement schedule on Tuesday evening to govern how the city will allocate proceeds from its landmark $550 million environmental and fiscal settlement with Chevron U.S.A. Gathering at the Richmond Civic Center Plaza on MacDonald Avenue, municipal leaders established a ten-month public workshop series designed to ensure West Contra Costa residents directly shape investments in local climate resilience, neighborhood health clinics, and green infrastructure.

The negotiated settlement, reached earlier this year to resolve disputed refinery business license tax measures, provides $55 million annually to Richmond's municipal treasury over the next ten years. Council members emphasized that transparency and community participation must guide every disbursement, setting aside designated funding pools for solar microgrids at neighborhood schools, community garden expansions, and urban tree canopy programs in the Iron Triangle and Point Richmond neighborhoods.

Environmental justice advocates and neighborhood organizers praised the council for formalizing an independent citizen oversight committee to audit all project proposals before council approval. Municipal finance administrators confirmed that initial planning disbursements will prioritize indoor air filtration subsidies for households situated within two miles of industrial refining operations.

Richmond residents, civic organizations, and local business owners can review the published public hearing calendar, project application guidelines, and settlement terms online at ci.richmond.ca.us. Inquiries regarding citizen advisory board applications, community grant workshops, and public project schedules may be directed to the Richmond City Clerk Department Monday through Friday at (510) 620-6512. The first series of district-level listening workshops will begin on November 14 across community centers in Richmond.
